Given the ratio of 3:2, let Lady Edith have bought 3 necklaces for $16 each and that Lady Mary bought 2 necklaces for $20 each.
Lady Edith Total: 3*16 = 48
Lady Mary Total: 2*20 = 40
Total Cost: 48+40 = 88
Total Necklaces bought: 3+2 = 5
Average cost: 88/5 = 17.6

Therefore the average cost = 3x*16 + 20*2x / 5x
=> 48x + 40x / 5x
=> 88 / 5
=>17.6
