As per the question, the laws of accounting applies to all type of organizations, but the exemption is on the basis of type of the organization.

In E, its different laws and different types of people (adults vs. minors). Hence, these situations are not parallel.

The Argument is structured in this way: Any B should be closed if it is unprofitable. Country Park failed to cover its costs, but it's not a business; hence, it doesn't justify closing it.

Let's look at the reasoning,

(A) It's the same as the structure mentioned above: Prime Time (Business) should be cancelled if it fails to attract a large audience (revenue to cover its costs). But a documentary series isn't able to attract a large audience, as it is not a prime-time series (business). Hence, mark it as an answer without any doubt.
