Last year the county park system failed to generate enough revenue to cover its costs. Any business should be closed if it is unprofitable, but county parks are not businesses. Therefore, the fact that county parks are unprofitable does not by itself justify closing them.

There's a lot of reading that needs to be done here. So one has to be really quick and attentive while reading. I took 2:33 to solve this problem...which is a long time... anyway the logic is rather straightforward - any UNPROFITABLE (X) BUSINESS (Y) must be CLOSED (Z). So we can say if X and Y then Z. But since country park is only X even though it satisfies the condition Y, it need not be closed.

Now look at the first choice - Any PRIMETIME (X) show that fails to attract audience (Y) must be closed (Z). But since the show in question was not aired on primetime (thus NOT X) and failed to attract audience (Y) it must not be closed.

Essentially if both conditions are met result should follow. But if one out of two is not met then result must not follow.

As per the question, the laws of accounting applies to all type of organizations, but the exemption is on the basis of type of the organization.

In E, its different laws and different types of people (adults vs. minors). Hence, these situations are not parallel.
