3. The role of the word “selectively” in passage B (Highlighted) is most closely related to the role of which one of the following words in passage A?

Difficulty Level: 700

Explanation

If you read the area in the third sentence of the first paragraph of passage B, you’ll see that some houses are being ‘selectively’ chosen as an example for the others. That’s closest to answer D, ‘discretionary’. Discretion means you have a choice. Officials are choosing which houses they cut water to. Remember that you have to read the relevant section of passage A to get the meaning of the word in the answer choice. Several of these words have multiple definitions.

(A) In this case, particularly means ‘thoroughly’.

(B) In this case, probability means ‘likelihood’

(C) In this case, alternative means another option.

(D) CORRECT. Discretionary means that officials have a choice in who to prosecute, just as officials have a choice in whose water they shut off.

(E) Capricious means a sudden change in mood or behavior. In the case of enforcement, it would mean random enforcement, rather than rational discretionary enforcement.

5. Passage A suggests that an instance of “capricious enforcement” (Highlighted) most likely involves

Difficulty Level: 700

Explanation

See the last sentence of the third paragraph of passage A. Legislative oversight is a protection against capricious enforcement. The legislature wants to make sure enforcement sticks to the intent of the law (last two lines of the third paragraph of passage A).

A. This is just common sense. Cities won’t enforce the law beyond their capacity to do so.

B. Following the legislature’s intent is the opposite of capricious enforcement. The last sentence of the third paragraph of passage A show that the legislature is watching to prevent capricious enforcement.

C. Enforcing based on damage is a decent idea. Capricious enforcement, on the other hand, is bad. The legislature is watching to make sure it doesn’t happen.

D. This is close. Capricious enforcement ignores the intent of the law (last two lines of the third paragraph of passage A). But we don’t know why police officers ignore the intent of the law. They might understand the difference between intent and letter of the law, but enforce capriciously for other reasons. Maybe they’re mean?

E. CORRECT. See last two lines of the third paragraph of passage A and the explanation above.

Why does the difficulty level show 555-605 and answers say 700
When these explanations were posted GMAT FE was not introduced, the difficulty tag attached to this question reflects GMAT FE equivalent difficulty where a 645 is equal to 700 classic. The tag reflects the overall difficulty of the passage while the explanation reflect the individual difficulty of the question.
