Lawyer:  Many people blame lawyers alone for the decline in people's ability to resolve conflicts outside of the court system . Yet, clearly, plaintiffs' greed has also played an important role in this decline. In the past ten years, lawsuits involving damages of more than one million dollars have risen sharply, and analysis of those lawsuits show that a number of them involve plaintiffs who decided to sue against the advice of their lawyers.

The claim is that the lawyers " alone " are to be blamed.
The argument says its not true. Both plaintiffs and lawyers are to be blamed. Further evidence is provided subsequently. 
The original claim no longer stands true.

They are doing against the advice of their lawyers, so the author is saying that it is not alone the lawyer fault.

Now in this question author is saying that Many people blame lawyers alone for the decline in people's ability to resolve conflicts outside of the court system. Note that this is not the conclusion, it is just the explanation/judgement that author is stating.   Now after this author further explained why only lawyer should not be blamed and further state that it is the plaintiffs' greed is also responsible and in the last line author clearly stated that a number of the cases involve plaintiffs in which people decided to sue against the advice of their lawyers. This clearly means that author is not advocating what the bold face is saying rather he is opposing to that .

Let us start option elimination:

According to me, Both A and E are correct. If the bold faced part is not the conclusion, then what is?

Bold faced is clearly not the conclusion. In the bold faced author is just telling what many people believe. No where the author is concluding anything. It is an observation of the many people.
