"so X as to constitute" is idiomatic

B is good.

'as to' is used to combine two clauses with same Subject
so that is used to combine two clauses with different subjects.

the two clauses are
the extent of which(massacre) is so unimaginable.
it (massacre) constituted what many historians call...blah..blah

both have same subject..so should be B


correct me if i am wrong.

OA : B

In this example, is and call are in the present tense. This means that although the massacre happened in the past, it is being judged in the present, hence the answer choices with the past tense constituted are eliminated. Now the process of elimination comes down to the awkwardness of choices C and D, both are idiomatically incorrect, as enough so would have worked better as enough to constitute. We are left with B as the best answer.
