Hey guys,
Is it common for MBA program applicants who went through the interview to send in letters of intent (or interest) to the program before the offer comes out? If an applicant is strongly committed to the program, and the interview was just conducted, would a letter of intent stating why and how the applicant is committed to the program hurt the chance of getting an offer? Have you heard of anyone who did it?

Not only is this not common, but I've never heard of anyone doing this. The fact you applied and took the time to interview should be enough to tell them you are interested. Moreover, everything you plan on stating in the letter regarding your interest should have been articulated in you application and interview.
What you could do is send a thank you note to the person that interviewed you and, in that note, reaffirm (in one sentence max) your interest in the school. Much more than that will either fall on deaf ears or worst case annoy the Adcom.
