Fear of shortage supplies leads to price increase. Since the crises in Libya started, the price of oil has gone up. Therefore, with the crises spreading to more oil producing nations in Africa, the price of oil will rise further in the western regions.

Basically the conclusion is that the situation in Africa will further result in increase in the price of oil in the western regions.
The correct option is confirming this that Africa will not be able to supply oil to the western world. The argument already says that the crisis has spread to Africa. The option further says that the domestic production in African nations would first satisfy the local needs before exporting the oil to the western world.
So, clearly the overall supply of oil worldwide is going to take a hit. Hence, price increase is likely to happen.
Sometimes these questions are more like: Which option is the best. So, if you had provided all the options, it would have been better.
