Why do u say resource is a countable noun? I thought based on the context, resource could be anything.
For Example : The computer program should be designed to use only a small amount of resources available.
The computer program should be designed to use only a limited number of resources available.
Number and amount seem to convey different meanings here. Dont you think?
I chose D because we dont know what resources are referred to here.
