Line segament XY represents a street being repaired. So, from X to Y, a person must go south 3 miles, then west 8 miles, then south. From X to Y, the bypass is how much more than the direct way?
1). Directly from X to Y, the speed of 30mph, it needs 20 minutes.
2). All the southbound way is 4miles less than the direct way.

I agree with 'B'.
Total southbound distance is 3 +x
Question says it is 4 miles less than the direct route say 'D'.
Therefore, 3+x + 4 = D
But total bypass distance B= is 3+x + 8;
B-4 = D
B= D+4
Bypass distance is 4 mile more than the direct distance.
