Liverpool has slowly emerged from its post-industrial decline as a newly thriving city with a population of over five hundred thousand and more investors interested in large urban renewal projects than would have been thought possible twenty years ago.

A) of over five hundred thousand and more

E) of more than five hundred thousand, with

we need comparison to cover for the bolded part in the sentence.
(E) does not allow the comparison by using 'with' whereas (A) does using 'more'.

tarek, what's the source for this question?

Per newspaper syleguides, over should only be used for spacial relationships. Not for amounts.
