There really isn't a specific GMAT-waiver strategy. It's the same approach whether you were submitting a GMAT score. There is just more pressure on all the other elements of your profile like your GPA, work experience, extracurricular involvement, essays, and letters of recommendation. If your background isn't very technical, you might want to highlight areas where you have had exposure to some quant work or your undergraduate coursework. That's about the only minor nuance, if any.
