A. which includes the establishment of lower limits for annual revenues, and scaling - which refers to the previous noun and must be followed by a plural verb.

B. which includes establishing limits to the size of annual revenues, and scaling - Same error as A

C. which include the establishment of lower limits for annual revenues, and the scaling - Illogical.

D. including establishing lower limits for annual revenues, and scaling - Correct

E. including the establishing of limits to the size of annual revenues, and the scaling - Meaning shift
