I graduated from the University of Toronto with a cgpa of 2.08. My major was Economics. Do you think a high GMAT score will make up for this low cgpa in at least low-tier business schools in Canada?
Yes, msf1, that is a low GPA, but as has been written above, it cannot be changed at this point. A competitive GMAT™ score, which need not be as high as the 99th percentile, can serve as a demonstration of ability. You might not swing for the fences of an M7, but neither should you set your sights on low-tier business schools in Canada. You want to set yourself up for career success, not go through the motions and settle for whatever comes along. (A business degree that does not lead to job advancement is little better than a blank piece of paper.)

I also agree with an earlier poster that you may address your low GPA in an essay or supplement if you feel it is not an accurate indicator of either your ability or academic interest. And if you are sitting at home wondering how to make your application more competitive, get involved. You can change what is right in front of you, after all.
