Thanks for reaching out. The low GPA is tough. Any extenuating circumstances that would help explain the low grades? If so, plan to write an Optional Essay addressing that. Otherwise, I think the best things you can do are have a strong (above average) GMAT score, and make sure you have great grades in your post-grad program too. That will help to show more recent evidence of your academic abilities.
Since you only have just over a year experience, is waiting another year an option? Average work experience is usually much higher, 4-6 years, though double check that with your specific target schools. Waiting would give you time to finish out the post-grad degree and show your strong performance there, possibly retake GMAT again, and build up some more leadership both on-the-job and in NGO involvement. I think all of those things would improve your profile.
But if now is the ideal time for you to apply, then give it a shot, I think the Canadian universities you mention should be in range for your profile, you'll just need to execute really stellar applications!
