This is tricky. While, yes, your overall GMAT score is great an IR score of 2 may raise an eyebrow. It's definitely not a major issue like an low GMAT score (or low individual Q component), a poor GPA, no extracurricular activities, etc. so you can take a deep breath.
You basically have three options.
1. Apply with this IR score and roll the dice.
2. Retake the test to hold/improve your GMAT score and raise your IR component. It doesn't sound like you will have time if you are applying for R2 unless you literally just sit for a retake without much preparation. That's not a terrible plan because the school counts your highest score so you are already in a good position.
3. Retake the test and apply next year. I honestly wouldn't do this solely based on a low IR score. It's simply not THAT big of a deal and there's no guarantee you'll do equally as well or better on the GMAT.
