I understand the logic that you want to preserve the same verb tense throughout the sentence. However, isn't meaning an important aspect to consider in GMAT as well? In Choice D, it makes more sense because the lower-level managers will be functioning much better "after" they have received thorough training.... I think this choice makes the sentence more coherent even though it uses a present perfect tense that is different from present tense. Please can some verbal guru dmistify my confusion? thanks

I have come till shorlisting option B and D... but not understanding why answer is B and not D...

Have received incorrectly modifies both training and unimpeded communication.

the sentecne would sound:

Lower-level managers function most effectively when they have received thorough training
Lower-level managers function most effectively when they have received unimpeded communication with workers, supervisors, and one another.

we can remove A and C straight away because A says Management function but it should be singular. so functions.
C says when they. now coming to D, when they have received which adds an extra word.
Coming to B and E, B refers to people - Low level managers whereas E refers to a complete Cadre.
Please explain this part

the important thing here is to read the whole sentence, and not make decisions based on only what is underlined.

Lower-level management function most effectively when they have thorough training and unimpeded communication with workers, supervisors, and one another.

(A) management function most effectively when they have - SV-agreement error. management functions
(B) managers function most effectively when they have - hold to it
(C) management functions most effectively when they have - pronoun they refers to singular noun management. incorrect.
(D) managers function most effectively when they have received - although it looks good, present perfect here is not needed. the sentence talks about general fact.
(E) management functions most effectively when it has = looks good..but wait..in the non-underlined portion, we have communication with... an one another. on this account, this answer choice is incorrect.

Okay,
Seen this question after a long time again and got the answer very quickly.

At the end of the sentence is "one another".

Management - One another ; does not suit at all.
Managers - One another; Yep

Now we got managers in place, then we get function because subject is plural.

Now
managers have thorough unimpeded communication,
managers have received thorough unimpeded communication,

First sounds absolutely correct coz it conveys the perfect meaning and is short and sweet.

(D) managers function most effectively when they have received have received cannot refer back to unimpeded communication
(E) management functions most effectively when it has tough one: it doesn't concur with one another at the end

‘management’ is not the right word to use here. The only viable options are B and D.
Out of these two, B is the correct answer because in D ‘have received’ modifies both ‘thorough training’ and ‘unimpeded communication, which changes the meaning.
