m = 2*3*11*13*prime
(1) prime can be anything in this case. 5, 8, 19, etc...
INSUFFICIENT
(2) m < 5000
Knowing this, we should be able to find out what's the max prime is.
5000 / 858 ~= 6 something
So the highest prime here should be less than or equal to 5
However, prime can still be 2, 3, 5
INSUFFICIENT
Together, since m has different prime factor than 858 = 2*3*11*13, and prime that is less than or equal to 5 are 2, 3, 5. Only 5 works here.

m can be 5,7,19...etc. Insufficient.
St2:
m < 5000
m/858 < 5.8
so m can be 2,3 or 5. Insufficient.
Using st1 and st2:
m must be 5*858. Sufficient.
