I chose the wrong answer before, then I saw the explanation and was confused at first. After reviewed it again, I finally got it.
here's my approach:

the question is p/q > r2/s?
I factorised this into p/q > r.r/s

then, see the statement.

(1) p/q > r/s

from this, we know that p/q > r/s but we don't know what is r? not sufficient.


(2) r=1

we know that r=1 but we don't know p/q > r/s ? not sufficient.

in combination (1) & (2) we know that p/q > r.1/s so, it's sufficient. (C)
