John will be charged as follows:
For the two hours (120 minutes) from 4 pm to 6 pm, he will be charged $1.20 at a rate of 1 cent per minute.
For the three hours (180 minutes) from 6 pm to 9 pm, he will be charged $5.40 at a rate of 3 cents per minute.
For the three hours (180 minutes) between 9 pm and midnight, he will be charged $3.60 at a rate of 2 cents per minute.
For the hour (60 minutes) after midnight, he will be charged $0.60 at a rate of 1 cent per minute.
In total, John's payment will be $1.20 + $5.40 + $3.60 + $0.60 = $10.80.
