Hi,I wanted to know that for the second statement we only know the average rate of the painter for painting 1/4th of the wall. For the remaining 3/4 th of the wall, can't his average rate and time be different??

That's not the point. (2) says that it will take the painter 4.5 hours to paint one-fourth of the wall at an average rate of 6 square meters per hour. So, 1/4 of the wall is 4.5 * 6 = 27 square meters. If 1/4 is 27 square meters, then the whole wall is 4 * 27 = 108 square meters.

I get that. However, I have seen in DS questions involving TD&S where we use the concept of average speed, and the explanation specifically denies assuming an average rate for the whole duration, as we don't know whether the work rate is constant throughout the remaining duration.

Thanks.

Again, the rate doesn’t matter here. Statement (2) simply lets us calculate the area of the wall. If one-fourth of the wall takes 4.5 hours at 6 square meters per hour, that’s 4.5 * 6 = 27 square meters, so the full wall is 4 * 27 = 108 square meters.
