This isn't a wonderful question, but there are still good reasons to cut B. Before we get there, though, it's worth noting that A is very vague. This is often a promising trait in an answer choice. The less it says, the harder it is to be wrong! Does the passage introduce M's philosophy? Sure! It runs through a few disconnected points about what Machiavellianism offers and how it is perceived. Does it then talk about practical application? Absolutely--it gets into detail about how to gain and maintain power, according to the theory. That's pretty practical, even if it's not a step-by-step guide.

If you dig into B, you can show that the first two items never clearly occur. First, what are M's views on power? Is that just the whole passage? There's no point at which we're told what he thinks power is, how it ought to be used, etc. The whole text may be related to gaining and keeping power, but we don't get to see what M's view on power is. There's certainly nothing in p1 about "the importance of power." In fact, power is never mentioned! As for "managing different social classes," it's just as the official explanation says. The text only talks about winning over the "common people." Other groups are mentioned in the context of portraying them as adversaries, but no advice is given on managing them.

In short, when an answer gives very specific details, be cautious. The exact wording doesn't need to appear, but there does need to be something explicit in the passage that you can't point to as doing exactly what the answer says. Be careful that you're not being too charitable in making these matches, as in "yeah, that's kind of like what they said." On the other hand, when an answer is very vague, you just have to ask whether that vague description does in fact cover the scope of what was said. If it does, then the answer works.

DmitryFarber Thanks! This makes a lot of sense.
You're right that B can be eliminated because the first paragraph doesn't discuss power but rather M's views on governance. Managing different social classes is also not mentioned in the second paragraph. I'm still not very convinced how A "discusses its practical application for rulers". It feels more like an inference to me, but now that I can confidently eliminate B, A seems to be the best answer choice.

What is wrong something "sounding like an inference"? An inference is something we can logically conclude from reading the text, so it's fair game. Or do you mean, "they don't do this in the text, but someone could figure it out on their own"?

In any case, the text gives several examples of practical results of M's suggested strategy, such as "by securing . . . a ruler can neutralize" and "this strategy diverts dissatisfaction away from the ruler."
