I can not get it, why it is not C. but E, in E why it does not need of "does"?

Another way to look at this is "any" for any other.
ABC can be eliminated b/c surely the disease cant ravage more people than the disease itself. Thats what the sentence implies with the use of any and not any other.
D: as is incorrect here. Than is needed.
