Many have suggested that increased qualification standards have been the primary cause of the present recruitment shortfall in the navy. However, the shortage has actually been caused by the facts that in recent years, seamen have not experienced any improvements in the work environment and that their salaries have not kept pace with salaries in the other branches of the armed forces.
