This is using the Subjunctive Mood, which requires the clause after 'that' to have the main verb in the subjunctive mood, which is just the basic root version of the verb. In this case 'be' is the root form of the verb 'to be' (other forms- is, are, will be etc)
Option A is OK.

IMO A is correct.
