Grammar seems OK. Meaning is also OK (debatable). But clearly, stylistically inferior to A. The suggestion itself is the clause - Dogs need to be disciplined at an early stage. A makes it precisely clear. This statement doesn't make it as precisely clear that the disciplining clause is the suggestion, and leaves room for an absurd interpretation - they had a suggestion(don't know what the suggestion is) in order to discipline dogs. So in comparison, I would go for A any day.
IMO A is correct.
