Just a small clarification-
In option C, is "ostensibly" (an adverb) not modifying the verb "ordered"? As you have mentioned that "ostensibly" modifies "to prevent".

Mass transfers have been ordered, to prevent officials from ostensibly tampering the election process in any manner.

A. to prevent officials from ostensibly tampering the election process in any manner. The modifier "ostensibly" (which throws doubt on the actual intention of whatever it is applied to) cannot logically be applied to "tampering" as there is no doubt about that. It should be applied to the intention behind the transfers ie; "to prevent". Eliminate.

B. to prevent officials ostensibly tampering the election process in any manner. Same error as in option (A). Eliminate.

C. ostensibly, to prevent the official tampering of the election process in any manner. "Ostensibly" is correctly modifying "to prevent". The problem is with the phrase "official tampering of the election process", which means tampering that has official sanction. This is not the intended meaning of the sentence, which originally talks about tampering done by officials, which may not necessarily be with formal sanction. Eliminate.

D. ostensibly, to prevent officials from tampering with the election process in any manner. Correct answer.

E. ostensibly, to prevent the officials tampering with the election process in any manner. "to prevent the officials tampering with the election process" now refers to officials that are tampering with the official process. This sentence does not make it clear what such officials are being prevented from doing. Eliminate.
