It will be difficult to say but after new pattern has been introduced for GMAT, more often this problem started occurring.

anyone having issues with scheduling their test? Says service unavailable when I look for test centers

Registration seems to be working, all the way up to the payment screen. Try now, or try a different center if you're still facing issues with the scheduling. If all else fails, call them up.
