I have struggled with this very question myself. Fresh out of college working as an engineer I was MS in engineering bound. It was not until a few years later that I realized I was quite interested in the business behind the technical work I had been apart of. The good and bad thing here is I was already more than half way through a part time masters of engineering. I'm finishing my masters this spring and am hopefully (Fingers crossed) enrolling in an EMBA program this fall.
The best advice I can give you and your friend is first make damn sure you really want to earn two degrees, it is one heck of a time and monetary commitment. Secondly, figure out what you care more about the technical or business side. This should drive the school or program you're looking for, in my case I care more about the business side long term for my career, thus I'm not settling on my MBA, whereas my masters if from the same state school I earned my engineering BS degree from.
As far as specific programs to recommend, I cannot point to a specific school as I don't know your location or general background.
