Parallelism....
to produce - infinitive
generation - verb in noun form
If I have 2 options I would for the second one (the OA)...as the OA rightly fixes the issues in the original stem. Retain the same structure as the original and fix its issues first.
and producing energy on a commercial scale, enough for efficient generation of electricity and heating
to produce energy on a commercial scale, enough for generating electricity efficiently and for heating
Anyway, your answer of choice changes the original meaning, a bit I would say... It limits the scope for 'commercial scale'
