Median confusion in Sorting of Data

Question

As per question 120 of OG 2017 we are sorting data in ascending order by age category (not frequency) whereas in question 148 of OG2017 we are sorting data in ascending order from lowest to highest shipment values(frequency) and not by year. Can somebody pls explain this discrepancy? Why should the sorting be done in one case based on the age category and not the values of each category whereas in other case the sorting is done based on value of each category and not year.

In Question # 120, we have Age range not absolute value.. For example, 5 employees are less than 20 years old. 
It can be {1,2,3,4,19} Median (3) , {19,19,19,19,19} Median (19)

In second question, we have absolute number.

Problem 120 asks you to find the median age, so you sort by age. Problem 148 asks you to find the "median annual number of shipments", so you sort by number of shipments. In general, you sort by whatever you're trying to find the median of.
