C it is..
"Medicare covers all costs but not of other non-hospital services for which beneficiaries must pay .... " Clear and consice once all the non-essential things are removed..

logic for not choosing A - Is where not very awkward in this sentence? Where is used for places.

B. but not of other nonhospital services, making beneficiaries pay 20 percent of the costs.
Logic for not choosing B -hospital services cannot make beneficiaries pay money.

Does it makes sense?
