Comparison is with ...the rates. Latter part of sentence is "virtually every other immigrant group". So need those of.
Eliminate A/B/D.

Among C/E... clearly C as E is incorrect.

rates should exceed; hence E is out.
C is the most appropriate answer; although I am not sure if it should be display as opposed to exhibited by immigrants.
