Proponents of greater military spending for the Reno Republic argue that the portion of their national budget devoted to military programs has been steadily declining for a number of years, largely because of rising domestic infrastructure development costs. Yet groups opposed to increasing military expenditure point out that the military budget of Reno Republic, even when measured in constant or inflation -adjusted dollars, has increased every year for the past two decades. Which of the following if true, best resolves the apparent contradiction presented above?

The portion of their national budget devoted to military programs has been steadily declining while actual spending is going up even adjusting inflation. Thus the national budget itself should be growing faster than the military budget.
