OP - I would ask yourself why you got such a low verbal. If you are going to school in the US, Canada or any other place where English is the primary language, you are going to need strong verbal skills (written and spoken). MSF programs are not quant programs. Placements tend to be in areas of finance where you need to speak and write proficient English.

If your goal is to get into a program, sure, target schools that don't need a GMAT. If your goal is to get a job with that degree, I would work on the verbal and you can easily get mid 700's on your GMAT.
