Incorrect. This answer choice is grammatically incorrect. The singular subject timber does not agree with the plural verb come.
What helps us identify this question as a Subject Verb Agreement question as well as identify this mistake is the following Stop Sign: The verb precedes the subject
Whenever you come across a sentence in which the verb comes before the subject, check the subject and verb for agreement. In most cases, you'll find that they do not agree (that is, that there is a Subject Verb Agreement mistake in the sentence).
(B) Philippines from which come 75% of the timber of the country
This answer choice repeats the original mistake. The singular subject timber does not agree with the plural verb come.
In addition, this answer choice is stylistically flawed. Replacing 75% of the country's timber with 75% of the timber of the country creates redundancy.
(C) Philippines from which comes 75% of the country's timber
This answer choice corrects the original Subject Verb Agreement mistake, by changing the plural verb come to the singular verb comes, to match the singular subject timber.
(D) Philippines, which 75% of the country's timber comes from
Incorrect.
While this answer choice corrects the original Subject Verb Agreement mistake, it is awkward and makes unnecessary structural changes in the sentence. Since there is an answer choice which is also grammatically correct and does not make such changes, it is preferable to this one.

Incorrect.
This answer choice repeats the original mistake. The singular subject timber does not agree with the plural verb come.
