I am an international prospective PhD student. I want to apply for admission to the PhD program in the area of Mechanical Engineering. Briefly, I graduated from Sharif University of Technology, the first rank university in Iran, with a GPA 3.83. However, my TOEFL iBT score is 77 (reading: 22, Listening: 17, Speaking: 18, Writing: 20). Anyway, which university can I apply. Also I need financial support by university.

If you need financial support by the university, you should be looking for a TOEFL score higher than the class average or the school requirement.
Ideally most Masters and Phd programs look for a TOEFL score of 90 plus. However, you should drop a mail to the admissions team of all the schools you are applying to and find out the minimum criteria.
