Minority 500, non minority 100 (10 stopped for every 100)
therefore, for minority 50 stopped for every 100 therefore 250 stopped overall (5x more likely)

this still shows innate bias

How do you calculate “minorities were five times as likely to be stopped”? It means that of every 6 people stopped 5 were minorities.
Now if minorities are a lot more than non-minorities in the population then it makes sense that more of those will be represented in the "stopped" group too. That is why (D) weakens the argument.
Though how one can call them "minorities" if they make up a larger population - a bit counter intuitive.
