Is the following sentence correct or should "you" be placed next to the modifier "while selecting a perfume" ?
"While selecting a perfume, experts suggest that you select a scent that complements your personality and that works with your skin."
If the sentence is wrong, will the correct version look like: "Experts suggest that, while selecting a perfume, you select a scent that complements your personality and that works with your skin."

the use of modifier is to modify 'Something'. when you place your modifier at different spots you will get different meaning. Ask yourself who is purchasing ? put your modifier close to that one.
if expert was purchasing and suggesting then modifier should be "While selecting a perfume, experts....." .
I think you need basic info on things. and you have to explore all of them from very basics. I suggest read that blog carefully. you will be able to solve that on your own.
Is "While selecting a perfume" acting as a modifier or performing some other role in the sentence?

verb+ing in the beginning of the sentence can modify the subject or the whole clause. Depends on the context of the phrase. In this case it shows the situation of parfume choice.
If you have no better options pick this, otherwise we have to see all options to POE.
I would say, just by looking at the sentence one can't say what should come or what not specially in case of GMAT sentence correction question.
One has to see all options and use POE to judge best choice among given ones.
I would request if anyone has any link for modifier then please mention the same here.
Thanks in advance
