The sentence refers to the Bechdel test as "a measure of the representation of women in movies," when it is more accurate to say that the Bechdel test is a tool used to evaluate the representation of women in movies, and the result of the test is the measure of that representation.

Target Test Prep (TTP) says this is correct - seems wrong to me?

The sentence is fine. The word MEASURE has many meanings. It can mean something like 'a tool for measurement' or 'a way of judging something', as in these meanings and example sentences from the Cambridge dictionary and Merriam-Webster dictionary.
