Morris High School has introduced a policy designed to improve the working conditions of its new teachers. As a result of this policy, only one-quarter of all part-time teachers now quit during their first year. However, a third of all full-time teachers now quit during their first year. Thus, more full-time than part-time teachers at Morris now quit during their first year.
The argument’s reasoning is questionable because the argument fails to rule out the possibility that

On careful analysis, one can easily narrow down the options to c vs d
Now for c, PT<FT
1/4*20=5 and 1/3*30=6 (20 and 30 are assumed values for number of part time and full time teachers, respectively)
For d, PT>FT
1/4*16=4 AND 1/3*9=3(16 and 9 are assumed values for number of part time and full time teachers, respectively)
Cleary D has been overlooked by the author.
Now for c, PT<FT

The argument is an example of the classic fallacy - the premise mentions percentages and the conclusion provides absolute numbers. Let's look at the structure of the argument:
P1: Part-time teachers: 1/4 quit
P1: Full-time teachers: 1/3 quit
Conclusion: More full-time teachers quit than part-time.
We want something that weakens the conclusion i.e. we have to prove that the number of full-time teachers resigning is not more than that of part-time teachers resigning.
If we prove that the high school employs more new part-time teachers than new full-time teachers, we can prove that one-quarter of all part-time teachers resigning can be more in absolute numbers than a third of all full-time teachers resigning.
Hence, option (d) makes the reasoning in the argument questionable.
