'Each year' indicates that present tense should be used, therefore 'received' here is wrong.

Yes there is one, sentences with time frames such as seldom, often, every year, each year and many more indicate present tense for the verbs involved in that timeframe. For example, 'The man celebrates christmas every year' or 'The man often stays up late' uses present tense.
