I think E is the best answer.

A.The conclusion given above follows logically from the
stated premises.
>> No. The premise doesn't say ALL Brazilians speak Portugese.

B.The conclusion follows from the premises,but it cannot
represent the actual situation in Brazil, since the premises
cannot both be true.
>> No. The premise may be true, but the conclusion doesn't draw from it correctly.

C.Since the premises of this argumentare true,and the
conclusion does not follow from them,we can infer that all
Brazilian citizens are monolingual.
>>No, we can't draw any ALL Brazilians.. type statements from this.

D.Since the conclusion of this argument is true,and it follows
follows from the premises, we can infer that the premises are
also true
>> No. The conclusion may not be true.

E.The conclusion of this argument does not follow from the
premises, and we cannot thereby infer anything about the truth
of the conclusion.
>> YES. Some may speak Brazilian, the rest may speak Japanese... in theory, all may be monolingual.

A little trick about some...some means at least 1, possibly all. if u use it in the context of the qn, it helps.
