I found an example in Cambridge dictionary:
"We recommend that this wine should be consumed within six months."
I still confuse about (A) and (C). I don't see anything better if we eliminate "should".

As I have mentioned in my post too, Option A is not entirely wrong and would not be an invalid statement.
The reason Option C is better from a GMAT perspective lies in the fact that "recommend" already implies "should" and hence stands redundant. If the choice comes down to A and C, GMAT would expect you to choose C from a redundancy standpoint, of course, with no other errors obstructing the way on the options in question.
