"it" can't refer back to plants (plural)

C. given water at least four times a month to prevent them from dying
seems fine

D. watered at least four times monthly to prevent them from dying
"monthly" is an adverb and should modify the action "watered".makes no sense to say "at least four times monthly " .
 C conveys the same message more clearly.

E. watered at least four times a month so that it does not die
same error as B

This answer choice is stylisically flawed.  Four or more than four times  is redundant. Look for a more concise answer choice.
