I think C changes the tense (projected) and so does E.

The other choices are all weak too. I guess Iam forced to go with C.

I went with E, cause the hope is in increase in consumer spending... made more sense vs C, which says hope in consumer spending increase, do you all get it...hope in increase vs hope in consumer spending increase...

"projected consumer spending" modifies increase in answer C. I guess ETS folks prefer clarity so they would rather place the elements of this modifer phrase after the key word, which, in this case, is "increase."

I was stuck between C and E. C because it was simple and short. E because it seems well grammatically structured.
Now A, B and D can give a different meanings depending on how you read it with the entire sentence.

...increase in consumer spending that is projected for...

What does the part after "that" modifies? the increase or consumer spending?

(E) for me.

IMO, (C) is inappropriate because of the following reason:

Much of the hope for continued imporvement of the economy lies in the projection of increasing consumer spending this year.

C. projected consumer spending increase - increase in spending of projected customers. I get a feeling the adj "projected" is qualifying the consumer.

E. increase in consumer spending that is projected for - increase in "..." where "..." = consumer spending. This consumer spending has not yet happened and is a projected value - hence the usage of "Much of the hope..." in the non-underlined portion of the question.
