I tried this. I picked a positive, proper fraction (1/4) and multiplied the numerator and denominator by 7/2. Based on the above, the only setup that made sense to me was: 1 * (7/2) / 4 * (7/2).
I have 2 questions:
What does "Multiplying both the numerator and denominator of a positive, proper fraction" mean exactly?
From what I understand the answer is C. How?

Forget that the number you're multiplying is a fraction. For ANY number X, multiplying it by another number Y and then dividing it by Y is always going to give you X. unless Y is 0. This holds true if X or Y are integers or fractions.
