Not only on ... but also on ... parallelism structure are chosen to be considered here.

Left only B that satisfies the structure above.

B correct.

(A) not only are taxes on shareholders’ eventual sales of the securities collected by the IRS, but also on
(B) collected by the IRS are taxes not only on shareholders’ eventual sales of the securities, but also on --- Correct
(C) taxes not only on shareholders’ eventual sales of the securities are collected by the IRS but also
(D) not only taxes on shareholders’ eventual sales of the securities are collected by the IRS, but also on
(E) taxes are collected by the IRS not only on shareholders’ eventual sales of the securities but also

not only on ..... but also on is correct structure only option that satisfies that is B
coming to E along with non-parallel structure another problem in that option is (considering : as a comma) taxes are collected makes no sense
while collected in B act as verb-ed modifier and makes full sense

nice question though

The structure of the OA (i.e. Option B) seems to be wrong. It is not clear if the phrase 'Collected by the IRS' is right or wrong as it is not clear what is it referring to.
