Are you all set with your Essays, recommendations, resume etc? If yes, I would say apply for schools and talk to their admission rep. They might allow you to take GMAT after R2 deadline.
But if you have not started working on rest of the aspects of admissions, I would say you either apply with 650 or try for next year. However considering your work ex and profile, you would get good schools if you make your admission solid.
