I would retake the GMAT. Your verbal scores on the practice tests show that you are capable of doing much better on the GMAT. I would get the Manhattan GMAT verbal guides and study hard to learn the fundamentals. If you decide to retake the test, it will be your third GMAT. For this reason, I don't think that you should retake the test until you see some serious improvement on the verbal aspect. Best of luck. Let us know what you decide to do.

If you showed repeatedly that you are capable of getting 700 on practice exams, there is no reason why you should not have that score to submit to business schools. I recommend taking the test again. To prepare, focus on those areas that are challenging on the actual test. You might want to consider hiring a tutor who can help you focus and develop appropriate strategies.

Good luck and keep focused.
