We have to compare the first 3 bars. Just looking at the graph, we see that in 1997, the enrolment was the least and the appropriation per student was the least too. Then automatically, total appropriations in 1997 would be the least. ANSWER

Now we have to compare the last 3 bars. Appropriation per student for 2005 and 2007 are the same but enrolment is 2007 is higher so we ignore 2005. Now 2003 has higher appropriation per student but 2007 has higher enrolment. So we must calculate here.
