Hi akt715,

I'm sorry to hear that your 2nd attempt did not turn out better. Before we can define and discuss the issues that might be hindering your improvement, it would help if you could provide a bit more information on how you've been studying and your goals:

1) On what dates did you take your 2 Official GMATs?
2) How many hours do you typically study each week?
3) What study materials have you used so far? What “brands” of CATs/mocks have you used?
4) On what dates (or approximate dates) did you take EACH of your CATs/mocks and how did you score on EACH (including the Quant and Verbal Scaled Scores for EACH)?
5) When are you planning to apply to Business School and what Schools are you planning to apply to?

If you took either of your Official GMATs at a Test Center, then you might also choose to purchase the Enhanced Score Report. While the ESR doesn’t provide a lot of information, there are usually a few data points that we can use to define what went wrong on Test Day (and what you should work on to score higher). If you purchase the ESR, then I'll be happy to analyze it for you.

It ranged from 620-680, Verbal score was always between 30 and 37 and Quant between 44 and 48

Hi, I am no expert. But I will share what I have learnt and hopefully you will find it helpful.

For verbal:
I realised that the only way to improve would be to practice.
Improving on verbal requires time, dedication and patience.

1. I started practicing with LSAT sets. They are tougher than the real GMAT but they put you under the pressure of the exam. They also test the same aspects as the gmat.

2. Practice only with time. Accuracy without time is of no use. You will not have any time in the exam. So you should always practice in test conditions.

3. Do a fewer number of questions. But analyse them thoroughly. What kind of questions are you struggling with, are there certain passage types throwing you off, where are you losing time.
Do not spend a lot of time analysing any individual question instead try figuring out general patterns in your test taking.
Make notes after you attempt each set. What went wrong and what went right.
Write down where you went wrong in each answer. You should be very clear about each answer choice once you are done analysing.

GMATNinja has a fantastic 13 week study plan. You could check it out for verbal prep.

For quant, you seem to be doing well. Focus on what you are doing.
Additionally, you can do one quant mock per week and then review it and focus on your weaker areas to fix any gaps in knowledge.
